AGENDA CHANGE: The proposed rezoning of about 238 undeveloped acres east of Greens Prairie Road and W.S. Phillips Parkway (item 9.3 on the agenda) has been postponed to allow the developer to meet with area residents to address concerns.
Here are five items to watch:
1. Midtown Baseball Proposal
The Council will hear a proposal from Southern Roots for an 80-acre, nine-field, all-turf baseball complex, including a championship field, in the Midtown Business Park. The project is envisioned as a national-caliber sports tourism destination that also addresses a critical need for youth baseball fields. Southern Roots has been discussing a site near Millican for over a year.
The complex could attract significant visitors for tournaments, potentially activating the Midtown district and supporting nearby businesses, and could replace the planned fields at Veterans Park and Athletic Complex. For more details, see pages 472-493 of the meeting packet.
2. Midtown Small Area Plan
The Council will discuss the possible creation of a Midtown Small Area Plan, including objectives, scope, and a timeline for delivery.
3. Council Policies and Procedures
The Council will discuss the City’s policies and procedures related to real estate transactions, economic development incentives, development agreements, and non-disclosure agreements. The presentation will clarify the existing standard processes and facilitate a broader discussion about ways to promote greater public awareness and engagement.
4. Bradley Road Rezoning
After a public hearing, the Council will consider a request to rezone about four undeveloped acres at Yaupon Lane and Bradley Road from Rural to Estate. The applicant has requested the rezoning in an effort to enhance the property's marketability for future development.
5. Summit Crossing Rezoning
After a public hearing, the Council will consider a request to rezone about 4.7 vacant acres south of University Drive East and East Crest Drive from General Commercial to Multi-Family. The applicant wants to develop multi-family housing.
