The College Station City Council meets on Thursday after 6 p.m. at City Hall. The meeting will be streamed live on Optimum Channel 19 and at cstx.gov/cstv19.

To address the Council regarding any item on the workshop or regular agenda, please register with the City Secretary by 2 p.m. by calling 979-764-3500 to provide your name and phone number. Written comments will be provided to the Council members.

During Hear Visitors, individuals may address the Council on topics NOT appearing on the regular agenda.

Here are five items to watch:

1. Fitch Rehabilitation

The Council will consider a $4.3 million contract with Brazos Paving for the rehabilitation of William D. Fitch Parkway from Tonkaway Lake Drive to Rock Prairie Road, plus the City’s contingency of $430,557, for a total appropriation of $4.74 million.

2. Water and Electric Updates

The Council will hear annual updates from Water Services and the Electric Utility about their operations, projects, and programs.

3. UDO Amendments

The Council will consider amendments to the City’s Unified Development Ordinance to comply with a new state law (Senate Bill 1567) that prohibits occupancy regulation based on family or relationship status. The City is in the process of amending related zoning regulations and removing Restricted Occupancy Overlay (ROO) and High Occupancy Overlay (HOO) zoning districts.

  • The first agenda item amends the definition of a family.
  • The second one amends sections related to the ROO and HOO overlays.

The next phase of the process will be repealing the overlays and rezoning the properties to only their base zoning districts.

4. New Water Wells

The Council will consider a third amendment to the Construction Manager at Risk Contract with Garney Construction, accepting the Guaranteed Maximum Price No. 3 of $9.47 million for the materials procurement packages for the Wells 10, 11, and 12 project, plus the City’s contingency of $946,668 for a total appropriation of $10.4 million. The amendment includes pipe material, large and small diameter valves, air release valves, generators, and fuel tanks.

5. Priority Power Real Estate Contract

The Council will consider a real estate contract with Priority Power Management for the sale of about 200 acres for $150,000 per acre in the Midtown Business Park at the intersection of Midtown Drive and Corporate Parkway. The final square footage of the property, as well as the City’s remaining property, if any, would be identified on the approved replat. For more details, see pages 974-1,010 in the meeting packet.
