The College Station City Council meets on Thursday after 6 p.m. at City Hall. The meeting will be streamed live on Optimum Channel 19 and at cstx.gov/cstv19.

To address the Council regarding any item on the agenda, please register with the City Secretary by 2 p.m. by calling 979-764-3500 to provide your name and phone number. Written comments will be provided to the Council members.
During the Hear Visitors segment, individuals may address the council on topics not listed on the regular agenda.
At the start of the meeting, Mayor John Nichols will proclaim Thursday as Texas A&M Women’s Tennis Day in recognition of the Aggies winning the 2026 NCAA National Championship, their second national title in the last three years.
Here are five items to watch:
1. Texas Independence Park
As part of the consent agenda, the Council will consider a $6.85 million Construction Manager at Risk contract amendment with Skanska USA Building for Texas Independence Park at Midtown, plus the City’s contingency of $200,000 for a total appropriation of $7.05 million. The amendment is the first of three expected for the project. Amenities at Texas Independence Park will include a bike hub/track, playground, picnic areas, disc golf, fishing, and trails.
2. Flock License Plate Readers
The Council will review the City’s use of automated license plate readers, also known as Flock Safety cameras.
3. Water System Collaboration
The Council will discuss the City’s strategic collaboration with nearby water systems, focusing on mutual support initiatives such as emergency interconnects.
4. Budget Public Hearing
The Council will hold a public hearing on the City’s proposed $576.4 million budget for FY 2026-2027. The proposal includes $181.6 million for capital projects and $394.8 million for operations and maintenance, including City-owned utilities. The 21.5% increase in the budget is due primarily to capital projects. The City’s operating budget is increasing by only 1.2%.
5. Bond Issuance and Redemption
The Council will consider authorizing the issuance of $37.25 million in certificates of obligation for the City’s three new water wells. In a separate item, the Council will consider authorizing the redemption of a portion of the City’s General Obligation Improvement and Refunding Bonds, Series 2014, saving $902,109 over the life of the bonds.
