During Hear Visitors, individuals may address the Council on topics NOT appearing on the regular agenda.

Here are five items to watch:
1. Highway 6 Utility Relocations
The Council will consider a $4.26 million contract with Norman Construction Services for the second phase of water and wastewater infrastructure relocations along State Highway 6. The work is required for TxDOT’s Big 6 widening project and is funded through the Water and Wastewater Capital Improvement Projects Fund.
2. Crompton Park Playground
The Council will consider a $185,000 contract with The Playwell Group and Playworks to replace the aging playground equipment at John Crompton Park. The City’s $18,500 contingency brings the total appropriation to about $204,000. Since the park is in a low to moderate-income area, the project will be funded through Community Development Block Grant (CDBG) funds.
3. E-Bike and E-Scooter Safety
The Council will discuss and consider next steps to improve the safety of micromobility devices, such as e-bikes and e-scooters, on our streets. The presentation will include growing concerns, enforcement challenges, infrastructure needs, and public education. It will also highlight opportunities for closer collaboration with community partners, including Texas A&M.
4. Action Plan and CD Budget
After a public hearing, the Council will consider approving the FY 27 Annual Action Plan and Community Development Budget. The proposed five-year Consolidated Plan will be presented alongside the one-year Annual Action Plan, which outlines $3.52 million in available federal grant funds. The funding will be used for projects that address urgent community needs and to support affordable housing for low- and moderate-income residents.
5. Destination Strategic Plan
The Council will review Visit College Station’s proposed Destination Strategic Plan, a roadmap designed to expand the local tourism economy beyond Texas A&M athletic events. The plan centers on six strategic pillars to foster sustainable, year-round tourism and is backed by a detailed market study, peer benchmarking, and a lost-business analysis. Recommended initiatives are funded through the Hotel Occupancy Tax Fund.
