Hear Visitors
No one spoke during Hear Visitors, when citizens may address the council on any item that does not appear on the posted agenda. One person submitted written comments.

Dockless Bike Share
The council discussed possible changes to the city’s Dockless Bike Share Program ordinance related to Texas A&M’s bike share program. The existing ordinance excludes scooters and other electric modes, but companies are interested in pursuing those options.

Consent Agenda
Consent Agenda Advance Questions
The council voted unanimously to approve the entire consent agenda:
- An $80,100 change order to the contract with Kimley-Horn for the Jones-Butler extension and roundabout project.
- The first renewal of a contract not to exceed $4.6 million with Brazos Paving for base failure repairs and pavement treatments for asphalt streets.
- An $8.8 million contract with Larry Young Paving for Phase 2 of the Greens Prairie Road widening project.
- A $279,000 contract with Jacody Construction for the fleet upgrades - oil pit and storm drain project.
- A participation agreement with Costco Wholesale Corporation and RSR Construction for the development of public infrastructure such as a detention pond and authorizing the use of $1.24 million in public funds for property near the intersection of Earl Rudder Freeway and Corporate Drive in the Midtown Business Park.
- A reciprocal easement and shared-use agreement with Costco Wholesale Corporation for property near the intersection of Earl Rudder Freeway and Corporate Drive in the Midtown Business Park.
- A declaration of restrictive covenants with Costco Wholesale Corporation for property near the intersection of Earl Rudder Freeway and Corporate Drive in the Midtown Business Park.
- The second reading of a 10-year franchise agreement with the City of Bryan for using public rights-of-way for the retail sale of electricity in non-core areas of College Station that already have BTU electric power facilities.
- A contract with the Oldham-Goodwin Group for commercial real estate brokerage services for city-owned property in the Midtown Business Park.

Comprehensive Plan 10-Year Update
After a public hearing, the council unanimously voted to adopt an amended 10-year update to the city’s comprehensive plan, including revised goals, policies, actions, narrative, and maps with associated maps from related master plans. Two people spoke in the public hearing and a third submitted written comments.

Impact Fees Public Hearing
The council unanimously voted to set a public hearing for Nov. 22 about amendments to land use assumptions, capital improvement plans, and impact fees for roadway, water, and wastewater.

8:50 p.m.
Disaster Declaration Renewal
The council unanimously voted to consent to the mayor’s extension of his COVID-19 disaster declaration to allow the city to continue receiving emergency pandemic-related funding.
9:10 p.m.
Mayor Mooney adjourned the meeting after the council discussed its calendar, items of community interest, committee and board reports, and future agenda items.
The council meets again on Thursday, Oct. 28.
