6:28 p.m.
The meeting has started. In its executive session, the Council directed City staff to present the letter of intent for the Midtown baseball project at the Feb. 26 Council meeting.
6:37 p.m.
Black History Month
Mayor Nichols proclaimed February as Black History Month in College Station, celebrating the achievements and historical significance of Black Americans.
President Gerald Ford officially recognized Black History Month in 1976, calling upon the public to “seize the opportunity to honor the too-often neglected accomplishments of Black Americans.”

No one spoke during Hear Visitors, when citizens may address the Council on any item not on the posted agenda.

Consent Agenda
The Council unanimously approved the entire consent agenda:
- A $683,000 contract with Brazos Valley L4 for concrete joint sealing and minor repairs.
- A $200,500 contract with D&S Construction for drainage repairs on Graham Road and at 600 Ivy Cove.
- A $175,000 contract with API National Service Group for fire inspections, monitoring, and repairs.
- A $557,172 deductive change order to the contract with Kieschnick General Contractors for the recently completed McCulloch Water and Wastewater Rehabilitation Project.

Fire Department Update
The Council reviewed the College Station Fire Department’s operations and activities, including the scheduled opening of Fire Station No. 7 next fall.
CSFD answered 12,008 calls in 2025, including 8,382 EMS calls (70%). About 91% of the calls were in College Station, 8% in Brazos County, and 1% in Bryan. Responses to the ETJ increased 57% from 2020-2025. CSFD responded to 780 incidents in Northgate (6.5% of total calls) and 619 at Texas A&M (5.2% of total calls).
Auto-pedestrian accidents increased 432% from 2020-2025, correlating with a recent media report that St. Joseph Health has seen an increase in scooter-related injuries. That data does not include incidents on the A&M campus.
CSFD uses an alternative 56-hour workweek schedule (48/96), implemented in November 2024. The schedule has resulted in a significant decrease in overtime, accidents and unscheduled absenteeism, and an increase in training. The schedule has also boosted morale, with 93% of personnel approving.
Fire Station No. 7, approved by voters in the 2022 bond election, is scheduled to open in the fall and will be staffed with 24 firefighters.

Affordable Housing Support Resolution
The Council unanimously approved a resolution supporting a proposal to develop affordable housing at 2735 South Harvey Mitchell Parkway through the Texas Department of Housing and Community Affairs 2026 Low Income Housing Tax Credit allocation process.
Woda Cooper Companies is interested in developing Knoxwood Crossing, a 60-unit multi-family/workforce rental housing development. The complex would feature one-, two-, and three-bedroom units, serving families earning 30%-60% of Area Median Income.
If the tax credit application is eventually approved, the units could be placed in service by the end of 2028.

Mayor Nichols adjourned the meeting after the Council discussed its calendar, items of community interest, committee and board reports, and future agenda items. The Council’s next meeting is scheduled for Feb. 26.
