American Business Women's Association
Mayor John Nichols proclaimed Saturday as American Business Women’s Association Day. Founded in 1949, the ABWA has spent decades empowering women through leadership, education, and networking.
Nichols welcomed association members from across Texas, Oklahoma, Louisiana, Mississippi, and Arkansas to the 2026 Women Celebrating Women event and thanked women business leaders and professionals for their vital contributions to our community, our economy and our future.

Hear Visitors
Five people spoke during Hear Visitors, when citizens may address the Council on any item not on the posted agenda.
- David Johns spoke about distracted driving in College Station.
- Ivan Svrcek spoke against the local use of Flock license plate readers.
- Ellen Fuller spoke about local support of America 250, the nationwide celebration of America's 250th birthday. She presented City Manager Bryan Woods with an America 250 flag.

Consent Agenda
The Council unanimously approved the entire consent agenda:
- A $337,872 contract with Larry Young Paving to build a new traffic signal at the intersection of Barron Road and Decatur Drive. The City’s $35,000 contingency brings the total appropriation to $372,872.
- A $401,000 change order to the 10-year agreement with Axon Enterprise for 13 Officer Safety Plan T7 packages, including body cameras, Tasers, digital storage and associated reporting systems.
- $315,000 in annual polymer purchases from SNF Water Science Polydyne.

Capital Projects Update
The Council heard an update on the City’s ongoing capital improvement projects, including major progress, upcoming bidding cycles, and construction milestones across roadways, utilities and parks. The City is managing 69 active capital projects with a total program budget of $474.6 million.

Greater Northgate Small Area Plan
The Council is reviewing the recommendations from the community-driven Greater Northgate Small Area Plan, including proposed public improvements to enhance the safety, maintenance, user experience, and overall aesthetics in the Northgate District. The Council is also discussing the future of the surface parking lot and its surrounding area.
The comprehensive report stems from a collaborative effort that began in January 2025, when the City Council directed staff to launch a small area planning process for Greater Northgate. Staff initiated a structured process to gather input and engage stakeholders.
The full planning footprint encompasses the Northgate District, Northpoint Crossing, Century Square, Hensel Park, and various Texas A&M University properties.
