The workshop has started. No action was taken out of executive session.

Consent Agenda Discussion
The council will vote on items listed on the consent agenda during tonight’s regular meeting. Councilmembers pulled these consent items for workshop discussion:
- Meter Reading Services: The not-to-exceed $560,000 contract with Alexander’s Contract Services is for annual electric and water meter reading services.
- Real Estate Conveyance: The A $21,400 contract conveys a small parcel of city-owned land for the extension of General Parkway to Cain Road.
- On-Street Parking Removals: A trio of proposed ordinances would remove on-street parking from recently constructed streets in the Ace Townhomes, Mission Ranch Phase 101, and Summit Crossing Phase 3 subdivisions. The developers chose to construct standard-width residential streets and remove some on-street parking to comply with the city’s Unified Development Ordinance.
- ERP Project Change Order: The change order extends the project management hours until March 31 to complete the utility billing implementation phase of the city’s ERP project.

Online Desk Officer System
The council heard an overview of the Desk Officer Reporting System implemented by the College Station Police Department last summer. The system is part of the Computer Aided Dispatch and Records Management System implementation and replaced a previous version of online self-reporting.
The goal is to optimize organizational efficiency and use of resources.

Residential Pavement and Parking
The council discussed parking and driveway pavement requirements for residential development, along with options for alternative pavement standards and maximum impervious lot coverage.

Mayor Mooney adjourned the workshop after the council discussed its calendar and received committee reports. The regular meeting will start after a short break.

Hear Visitors
Ten people spoke during Hear Visitors when citizens might address the council on any item that doesn’t appear on the posted agenda.
- Councilwoman Elianor Vessali recognized Army 1 Lt. Jeremy Ray as part of The American Fallen Soldiers Project. The 26-year-old Houston native died Dec. 20, 2007, in an Iraqi suicide bombing in Kanaan, Iraq.
- David Moody, Stacy Watt, Kati Stoddard, Robert Rose, Beth Boudreau, Bill Garrett, Robert Van Brunt, Tom Haycraft, and Patrick Stoddard spoke about the need for stronger ordinances to protect bicyclists.

Consent Agenda
The council voted unanimously to approve the entire consent agenda:
- The first renewal of an annual contract not-to-exceed $560,000 with Alexander’s Contract Services for electric and water meter reading services.
- An annual contract not-to-exceed $290,000 with Southern Tire Mart not-to-exceed amount of $290,000 for tires and retread services.
- An annual $150,000 blanket purchase order with NAPA Auto Parts for parts, shop equipment and services.
- An annual $150,000 blanket purchase order with Siddons-Martin Emergency Group for repair parts and labor for fire trucks.
- An inter-local agreement with the Texas Department of Transportation for the city to construct and maintain a gateway monument in TxDOT right-of-way.
- A $21,400 contract to convey a small parcel of city-owned land for the extension of General Parkway to Cain Road.
- A resolution declaring intention to reimburse certain expenditures with proceeds from debt for parks projects in the FY19 Capital Improvements Program budget.
- Removal of parking from recently constructed streets and alleys in the Ace Townhomes subdivision.
- Removal of parking from recently constructed streets in the Mission Ranch Phase 101 subdivision.
- Removal of parking from recently constructed streets in the Summit Crossing Phase 3 subdivision.
- A change order to complete the utility billing implementation phase of the city’s ERP project.
