The workshop has started. The council took no action in executive session. Councilman Bob Brick is absent tonight.

Historical Marker No. 107
The Historic Preservation Committee presented Historical Marker 107 to the Mirza family for their residence at 610 Welsh. We’ll post a photo here later.

Hear Visitors
No one spoke during Hear Visitors, when citizens may address the council on any item that does not appear on the posted agenda.

Committees and Boards Code of Ethics
The council discussed a code of ethics for citizens serving on city boards, commissions, and committees. Appointees are subject to ethical restrictions, but no code of ethics exists.

2021 State Legislative Session
The council reviewed the 2021 Texas legislative session, including legislation that impacts city operations and management.

Remote Pay Parking System
The council voted unanimously to direct city staff to continue developing plans for a remote pay system for on-street and city-owned parking facilities to address congestion in neighborhoods during events such as football games.

Consent Agenda
The council voted unanimously to approve the entire consent agenda:
- The FY 2022 (PY 2021) Annual Action Plan and Community Development Budget.
- Adjusted the speed limits on Harvey Road from Texas Avenue to the east city limit, starting at 35 miles per hour at Texas and progressing to 40, 50, and 55.
- The first reading of a franchise agreement with Team 3 Rentals for recycling collection from commercial businesses and multi-family locations.
- A one-year, $133,000 contract with National Field Services for planned work and miscellaneous repairs for the city’s eight electric substations.
- A $1.61 million contract with Elliott Construction for the State Highway 6 Waterline Phase 3 project.
- The temporarily prohibition of bike ways and the allowance of parking on both sides of Sebesta Road from 250 feet east of State Highway 6 South Frontage Road to Pavilion Avenue. The change will only apply during the construction of the State Highway 6 Waterline Project.
- A $604,000 contract with Kimley Horn & Associates for the State Highway 40 Waterline project.
- A $229,000 HOME Investment Partnership Program Community Housing Development Organization funding agreement with Elder Aid to to acquire and rehabilitate a duplex at 1522 Pine Ridge.
- An interlocal government agreement for Brazos County to conduct and manage the city’s general and special elections on Nov. 2.
- Annual water meter purchases of $125,000 from Badger Meter.
- An interlocal agreement with Brazos County and the City of Bryan for the 2021 Byrne Justice Assistance Grant Program. Station has been allocated $15,685 to support law enforcement programs.
- Authorized the chief of police to execute documents to release grant funds from the Office of the Governor Homeland Security Division for SWAT team night vision equipment.
- An amendment to an interlocal agreement with the City of Bryan for the management of the Larry J. Ringer Library related to information technology services.
- A remote paid parking program in residential neighborhoods and city-owned parking lots.
- Amendments that allow a remote pay parking system.

BVSWMA Budget
The council accepted the FY 22 budget for the Brazos Valley Solid Waste Management Agency, which runs the Twin Oaks Landfill.
Revenue is estimated at $9,369,600 with $7,505,383 in operating costs and $3,439,000 in capital expenses. Total reserves, cash, and investments are $12,552,380. The budget also reduces the gate rate for College Station and Bryan from $15 to $13 per ton.

Pine Ridge Drive Rezoning
After a public hearing, the council voted unanimously to approve a request to change the zoning from Duplex to Multi-Family for about 0.3 acres at 1531 Pine Ridge Drive to consolidate the lot with adjacent property.

General & Special Election
The item ordering general and special elections for Nov. 2 was moved to the Aug. 3 special meeting so Councilman Brick could be present.
7:56 p.m.
The council discussed its calendar, items of community interest, reports from city committees, boards, and commissions, and future agenda items.
Mayor Mooney adjourned the meeting. The council’s meets again on Thursday, Aug. 12.
